Jay was born in Salina, Kansas in 1958, oldest of twin boys, and amidst eight sisters. Jay lived there until the family moved to Abilene, Texas in 1964 and then to Galveston in 1968. From 1978-2005, Jay was employed with the Galveston Independent School District. In 1999, Jay earned an Associate Degree in Liberal Arts. Jay's first interest was in electrical maintenance and repairs. He started at Galveston ISD in the air conditioning department until he moved into supervising the HVAC Department. The Mechanical, Electrical and Plumping departments merged under his supervision, in 2005 Jay left the District while holding the position of interim Director of Maintenance.

Jay joined ACR Engineering in 2005, realizing he could assist owners in achieving the desired results of their projects. Jay accomplishes this through Construction Administration by providing quality control on projects, Commissioning electrical, mechanical, plumbing and direct digital control installations and completing MEP inspections of buildings.

When not at work, Jay enjoys golfing, dancing, drawing and meeting new people.
